Atlassian is layering separate usage meters on top of its seat subscriptions. Allowances for the same meter pool at organization level and refresh monthly, but the meters do not share capacity with one another.

Rovo allowance examples: Jira and Confluence include 25 credits per user/month on Standard, 70 on Premium and 150 on Enterprise. Service Collection and Teamwork Collection include 250, 700 and 1,500 respectively. Basic Rovo interactions use 10 credits per billable event; advanced interactions can use a variable number.
Do not confuse Rovo with Rovo Dev. Rovo Dev Standard is a separate $20/developer/month product with 2,000 Rovo Dev credits per developer and its own extra-credit pricing. Ordinary Rovo credits cannot be treated as Rovo Dev credits.
Extra usage is enabled by default. Organization and billing admins can monitor each meter, receive notifications near 80% and 100%, set spending limits or disable extra usage. If extra usage is disabled and a meter is exhausted, that capability pauses until the allowance refreshes or more capacity is purchased; other meters continue independently.
